First of all, production companies are literally shooting in Georgia all the time. I have a friend who works in production in Atlanta.
Secondly, if they wanted Kevin Sorbo in movies, he could live wherever he wanted. He didn’t abandon Hollywood, Hollywood abandoned him. Because he’s a lunatic with an ego the size of Mount Olympus.

As far as I know, Eric Bauza has voiced the character since the charges were brought to light.
He was replaced in 2023. I think there may have been a period where he was fired and they didn’t have a replacement yet, and Jimmy Pesto just wasn’t on the show, but I’m not certain.
