Both, because the president doesn’t have unilateral power in keeping treaties. Treaties are ratified by Congress and are considered legally binding.
Could Biden do more? Absolutely. But he alone doesn’t have the power to provide aid that was already loaded.

There are too many idiots on social media who smugly reply to his (or other world leaders’) posts when he says something like “we should do more to protect the environment” and they reply “wElL aReNt You ThE GuY iN chArge??”

I think that’s the appeal of Trump. He’s gonna be dictator for a day. That sounds like code for “I’m gonna rewrite the Constitution to make everything I do legal and be president forever.”
The irony being, at least, in the US, is that Trump did halt something similar - Aid to Ukraine. (which is partly why they’re in this mess. and partly why Putin invaded when Trump lost re-election basically immediately.)
